1) that funding for development of the park, which could be open to the public early next year, be
2) development funding for the park, which could be open to the public ealry next year, is to be

choice 2) obviously omits 'that', and uses unidiomatic expression of 'propose...to be', it's also said that "development funding for the park" has altered the original meaning, the last explanation has confused me... ...

          里公园可能还没建呢。所以在筹钱。the deveopment funding of the park里公园已经存在了，而且他 还有发展基金呢，那么他后面的句子就多用过去式了，=说明钱是怎么来的。Now it makes sense.
