China's Communist Party chief Jiang Zemin echoed Chairman Mao Zedong's refrain "Let 100 flowers bloom and 100 schools of thought contend" today in an appeal for academic and political openness.
But Jiang ruled out (指出)following Westen-style mulitiparty democracy in a speech at the opening of the 16th Communist Party Congress (十六中全会 ) , which is expected to focus on limited political reform within the party.
" We must keep to the orientation for serving the people, and socialism, and the principle of letting 100 .... contend and and highlight the themes of the times while encouraging diveristy", Jiang said in the text of the speech prepared for delivery.
Jiang said China would push ahead with grassroots changes which have fostered village elections. ( 中国将继续推进基础建设,它培养全民选举)
Jiang also said the goverment would stamp out (扑灭)crimes by " evil cults (邪教) ," a term used before to describe the banned Falun Gong spiritual movement.
He added that the party must deepen a crackdown on corruption or risk losing power and even self-destruction.
