很难吗??1. a vehicle through which Fed. can pour $$ into Hi-Tech industry to booster up again "Nasdaq" type of business;
2. along with the free PC a free email box can also be assinged to each home by Fed; a bridge to facilitate communication between Fed government and local citizens.
3. A gesture to fight back both provincial&municipal governments of their arguments that Fed's holding $$ and does little in building local infrastructures.

我试一下：1. 将若干需在政府部门办理的手续放到网上，方便大众，减少人力，提高效率；
2. 跟大众之间沟通反馈信息，以便improve政府的工作；
3. 使电脑更加普及，方便大众生活，如：互相联络、搜索信息、学习知识……
不过我不是在一分钟之内想出来的。:-(
