hiHow many years of work experience do you have? You should at least have one years working.
1, You should apply for a CCPE estimation if you apply immigration as an engineer, e.g. "software engineer".
2, Ielts is used for testing the ability of using daily English. It's another system. If the visa officer ask you to attend an Ielts, you'd better take it.
