谢谢！可是我没有看见虎头。。。我知道不能咬文嚼字，可是我想知道说话人比较确切的意味。是一开始就用一半的(什么)，还是虎头蛇尾(开始力气大)，汉语怎么说我都晕呼了。

Read the context, it should mean "always try your hardest, give your best effort". "half measures" here means "a lower standard than the best"
