u r right, but the given answers did NOT provide the "to", so the only acceptable choice is c, (I bet 1$) i am astonished by the poor english of quite a few people here (just 100% frankly)

肯定是A, to 通常被省, 用不定式有表示将要发生的意是, 而动名词则多用于一般性的描述.

那是口语，所以许多本土人考不好（就象很多中国人考不好语文一样），因为他们习惯口语化，而toefl、GRE、GMAT 都考非常正规的语法

争这个没有意义，关键是适应托福规则。比如是否可以用if或 whether接从句，但是GMAT中只能用 whether,用if必错。但是生活中都可以用。再说就象我问你：吃了没，你说：还没。 我们高考语文有考吗？ 所以，以它（toefl,GRE,GMAT）的规则为规则，而不是以生活用语为考试原则

应该是C)；这里只能用现在分词(gerund)或不定式(infinitive)。在激昂的注解里加入了(that)成从句结构，但从句没有主语；wjiaca的解释思路对头，但这(to)不是想加就加得上去的。
