Cut a deal=to make an agreement or an arrangement with someone, especially in business or politicsIn my opion, offer is totally different from make. We can't use offer here. Arrange, I am not quite sure. I feel make is definitely the word to explain this phrase here. Like the example below, it means, you agree and then it is a done deal. Offer and negotiation are not involved here.
The property developer tried to cut a deal with us to get us out of the building

Then I thought about it. Negotiation could be involved here. But not offer, in my opinion. Cut a deal, make a deal, the same thing here. 用汉语的话说,cut 更生动些。
