if u mean food, u can say it tastes like plain paper.if u mean a generic thing, you can say it is boring.

chicken is the blandest meat here, any meat with no particular taste can be refered to taste like chicken.

if you want to describe people, could be: dull, unexciting, mind-numbing, tedious, dreary, lackluster. Personlly, i like to use uninspiring. Of course, i'd rather say inspiring.
