Funnel is the potential sales leads, which can be seen by sales person; forecast is the predict number of sales, which mostly generated from marketing dept.

so if sale down it means the forcasts is bigger than Funnels? like actual number is not as much as frocasts?

I feel your manager talked about sales down 10% is the actual sales number. Funnel and forecast topic is just where he wants to find future things.

another confuse is our marketing team generate sales leads though some leads generation program and pass those leads ( within 3 months) to sales team to follow up. Are those leads belong to Funnels or Forecasts?

those should be in funnel, if my understanding is right. forecast is just a predict thing, periodically, forecast based on quarter or year, but sales leads and funnel are on-going, dynamic thing.
