Right. According to dictionary.com, it means "an unfortunate development". Very commonly used this way. Especially by the British, I believe.

"She is" unlikely means agreement. More likely "Really", "Is that true", "I see", etc. Very normal in everyday conversation.

老外 like to repeat the other side to show they're listening. Just a habit. It doesn't mean agreement or disagreement. For agreement, they might say: "I agree", "You're right", "Yes, she is", etc.

My guess - the complete sentence is "She is afraid of being lonely, that is a shame on her”. meaning she shouldn’t be afraid of loneliness. Negative comment.
