I found they use "conflict of interest" very often in engineering law book, so I guess the answer to your question must be "declare conflict of interest"

Usually, withdrawal is used in a situation in which a lawyer has a conflict of interest while recusal is used in a situation in which a judge or prosecutor does. Conflict of interest is the reason that results in withdrawal or recusal.
