麦卡锡并没有那么大的能耐制造“Red Fear”，实际上美国各种委员会包括FBI、海军情报局等等各级机构向美国高层频频提出共产间谍警告，但是都被高层置之不理。这个时候麦卡锡实在是看不下去了，揭竿而起，勇敢的警告美国人民共产威胁
