It is not free. Under the circumstance I am still struggling to pay the bills for residence and fill my stomache, I am unable to afford any tuition fees to learn a new language.

I would say "Parlez vous francais?" as well. But I guess both are fine. Just like "Do you speak English?" and "You speak English?"
