difficult cozif it is defence-related, you have to pass security clearance, let alone we came from a commy country.
for regular gong wu yuan jobs, it is still a familiar-or-not problem. as new comers, most of us usully lack langunage proficiency (some requires bilingal) and the knowledge of their working frame.

有个印象，似乎申请公务员必须得是公民，而且，必须会英、法双语。

说的是“公民优先“。只要英语特别好，加上有本国语言，一样可以去试试。我知道有人在替政府部门工作。但是不是算公务员就不清楚了。
