工作学习 / 外语学习 / 英语写信的抬头，一般说：Dear Mr. XXX 或者Mrs. XXX, 我儿子写：Dear Office of Financial Aid, 有这么写的吗？ Dear 后面可以不跟人吗？这样的用法正确吗？

我觉得没所谓。大致就是个 TO WHOM IT MAY CONCERN 的意思，没特定指什么人。

Yes. I remember when I was in the business writing class, the teacher said if you dont know the name you can use department instead. e.g. Dear hiring center ,etc.
