No.........kidding! Come inB，C好像不符合平行结构，D加个and读起来通点，E嘛我觉得这里用被动态并不合适，A最好了。我也是凭感觉的，正确答案是哪个呢？

in fact u r right. but A makes me feel uncomfortable by " to.. and..., as well as to...". E is not good either, but i think if A is right, E should be right 2...

关于as well as记得as well as在读TOEFL时老师讲过，用法是三者并行以上，即：a, b, c, ....and e, as well as f。我想会不会as well as后面要跟a一样的平行结构才可以呢？我去查下书，一会儿告诉你。

这句话要分成两部分理解allows voters to propose and pass laws, as well as to repeal them.
1. allows...to...,as well as to...
2, allows...to...and....
这两个部分都符合平行原则，所以对。

GMAT答题可以通过统计出现的次数来选择的吗？（我只知道GRE中，阅读理解最后1题如果是问文章中心思想而且每个答案都超过7个单词的话，E对的概率是七十几啪）。而且我没觉得propose和pass是一个过程啊！
