探长高见。我认为菜叔抓住了神髓。如果是我，整个句子应该这么说：To improve the efficiency of our government, downloading services and simplifying process flow is a must, it is our determined goal. 不敢苟同您的翻译。我没有看原文中“壮士断腕”的上下文，不好说其中准确的含义。但其本意应该指痛下决心，不惜代价做出决断。tenacious更接近“坚韧不拔”，“锲而不舍“之意。

看了一下原文，“壮士断腕”在此应翻译出即使有所牺牲也在所不惜的意思似乎更恰当。拙见，见笑。

同样的感觉。如果有人cut off his dick with tenacious effects,意味着此人愚公移山般地，百折不挠地，虽九死犹未诲般地cut off his dick在这期间，他女朋友闹过；他母亲哭过；刀不好用割不动；今天割了一寸明天长了一尺等等等等，但他就这么做着。
